To whose advantage is this liberalisation?

Minister of Jails in Uttar Pradesh cabinet of ministers Raghuraj Pratap Singh (Raja Bhaiyya) has ordered installation of coolers, fans and water coolers for the prisoners in U.P. jails obviously to give them relief against hot summer. This he has done on the basis that he does not want the prisoners to suffer the problems he himself faced during his own days in the prison where he was lodged for various charges of serious nature against him. It sounds well from the human consideration point of view but the question arises whether the Law that gave the convicts some punishment keeping in mind the gravity of the charges against them was not adequately justified. Jails are after all not the holiday homes or some resorts where people visit for pleasure trips. The Court denying homely pleasures to some criminal and then some one replenishing them sounds like going against the Law. Some line has after all to be drawn between a normal life and the one a prisoner has to lead as a measure of rigorous punishment.
